At the same time, in order to enable enterprises to settle down earlier, the country should substantially increase land use indicators throughout Hebei province and take measures to ensure that land prices are much lower than that of Beijing and Tianjin. In addition, for the introduced senior management and technical personnel, the government should give appropriate incentives, such as housing; for the eliminated enterprises with backward production capacity, such as enterprises of steel, ceramics, building materials, the central government should provide financial subsidies to resolve their debt and revitalize the assets of the land by encouraging other enterprises to become shareholders through mergers and acquisitions, for the introduction of the enterprises in Beijing Tianjin area, Beijing and Tianjin government should provide financial subsidies to these enterprises.
Luo Jianhua also proposed to support the establishment of green bank and green development fund in Hebei province to provide financing services for the development of green low-carbon industries. He said that the Securities Futures Commission should open up a green channel and provide priority arrangements for the enterprises settled in Hebei to go public.
